When the competent commerce authorities handle the establishment and changing of foreign-invested enterprises, the document of environmental impact assessment shall be submitted by enterprises.

通知规定对QFII取得来源于中国境内的股息、红利和利息收入征收企业所得税的比例为10%；
The Notice regulated that Where a QFII obtains such incomes as dividends, bonuses and interests sourced from China; it shall pay the enterprise income tax at the rate of 10%.

The Amendment further adjusted the standard of measurement of penalty on kidnapping crime;
b.对单位犯洗钱罪等行为作出规定；
The Amendment regulated the entity which committed a crime of money laundering;

国务院于2009年2月20日发布《旅行社条例》，自2009年5月1日起施行
The State Council issued the Regulations on the Travel Agencies on February 20, 2009, and the Regulations will come into force on May 1, 2009.
a.统一了从事国内旅游业务和入境旅游业务的准入条件，经营入境旅游业务所需的注册资本最低限额降低为30万元；
The Regulations unify the admission conditions of engaging in domestic travel business and inbound travel business and the minimum registered capital will fall to RMB 300,000 for operating inbound travel;
b.取消了关于外商投资旅行社不得设立分支机构的限制；
The Regulations cancel the regulation that the travel agencies invested by the foreign country are restricted to establish branches;
c.允许设立外资旅行社。
The Regulations permit to establish wholly foreign-invested travel agencies.

The Standing Committee of the National People’s Congress passed the Food Safety Law of the People’s Republic of China on February 28, 2009, and the law will come into force on June 1, 2009.
a.立法取消食品“免检制度”；

对符合条件的企业当年新招用持《再就业优惠证》人员， 将享受相应的税收优惠。
The qualified enterprises that employ new employees holding the Preferential License for Re-employment in current year will enjoy relevant preferential tax treatment.
工业和信息化部于2009年3月1日公布《电信业务经营许可管理办法》，自2009年4月10日起施行
The Ministry of Industry and Information issued the Administrative Measures of Licensing Telecommunications Business Operation on 1 March, 2009, which will come into force on 10 April, 2009.
a.许可证分级审核制；
Classification system for examining licenses;
b.经营基础电信业务必须国有控股；
Enterprises that operate basic telecommunications business shall be state - controlled.
c.企业注册资本门槛降低。

工业和信息化部于2009年3月1日公布《软件产品管理办法》，自2009年4月10日起施行
The Ministry of Industry and Information issued the Administrative Measures of Software Products on 1 March, 2009, which will come into force on 10 April, 2009.
a.对软件产品的登记和备案、软件产品的生产、销售及监管做了明确规定；
The registration, record, production, sales and supervision of the software products have been specified；
b.软件产品的测试版应当明确标出并免费提供，不得进行营利性销售；
The testing editions of the software products shall be marked clearly and provided free of charge, and shall not be sold for profit；
c.符合规定并经登记和备案的软件产品，可以享受有关鼓励政策。
Software products which complies with the regulations and has been registered and recorded may be encouraged by relevant policies.
中国人民银行于2009年3月12日公布《人民银行公告〔2009〕第3号》
a.中国人民银行决定利用境内外币支付系统建立两地多种货币支付系统互通安排；
People’s Bank of China determines to establish the link arrangement of multiple-currency payment system between Hong Kong and mainland by utilizing foreign currency payment system in China；
b.自2009年3月19日，两地支付互通安排开通美元、欧元、港币和英镑4个币种的支付业务。
The link arrangement of payment will start the payment business in terms of the following four kinds of currency, dollars, euros, Hong Kong currency and pound from 19 March, 2009.
